Words by Ambassador Watt at the New Embassy Compound Dedication Ceremony, Cardenas, Panama

Today is truly a wonderful day for U.S-Panamanian relations. As I look around this site, I don’t see dusty earth. I see the future. Close your eyes and imagine with me: Two years down the road -- standing on this site-- a gleaming, new structure, which attests to the continuing importance the United States places on its relationship with Panama. A thriving campus will sit here bustling with activity, important work that will advance the prosperity and well being of both our nations.

I also think about the significance of this new building’s location. Obviously we are standing on land that was part of the former Canal Zone. Now, following the successful transfer of the Zone to full Panamanian control, we are proud to be invited and welcomed back here as neighbors. This is a testament to the continued friendship between our two nations and an acknowledgement that our destinies are truly intertwined.

When appraising the relationship between our two countries, there is much to celebrate. Panama and the United States are true partners in our joint efforts to combat international crime and terrorism. The Government of Panama recognizes the importance of regional cooperation to ensure our collective security and is a leader in the region.

Together we are negotiating a free trade agreement that will improve both our economies and help combat the scourge of poverty and unemployment.

Panama’s success in its management of the Canal has been outstanding. In just a few short years, the ACP has managed to increase efficiency, decrease the accident rate, and safeguard the crucial Canal Watershed. As the representative of the U.S. Government here, I am proud of our history as stewards of the Canal, and with great satisfaction, I salute Panama’s tremendous achievements.

Panama continues to grow as an attractive center for U.S. trade and investment. I expect Panama will soon become one of the region’s major tourist destinations, as it continues to develop its tourism industry. Then the world will discover what I have learned in my travels all over this wonderful country — that Panama is a land of beautiful beaches, verdant forests, unrivaled biodiversity, and friendly people who, like estadounidenses, represent many ethnic backgrounds.

So, you see, this new Embassy will not be just a building. It will be a vital link in the network that connects our two peoples. Just as the structure of the Embassy will be built on solid foundations constructed with pride and, dare I say, affection, the diplomatic work that will be done right here will build upon the strong foundation of our continuing and enduring friendship. As the new Embassy rises from this simple soil, imagine too that our partnership is growing.

I’m honored and privileged to participate in today’s groundbreaking. With clear vision, Panama is poised to realize its significant potential in this new century. The construction of this 21st-century facility demonstrates the United State’s commitment to continue our special relationship far into the Century of the Americas.
