Remarks by Ambassador Linda E. Watt Ceremony for Donation to the PNP of Five Tactical Vehicles

I am very pleased to be here and to participate in this important ceremony.

The vehicles that the United States is donating today have a very special purpose. They will enable the Panamanian National Police to move personnel and equipment more easily and efficiently in the Darien, thus enhancing the security presence of the police in this critical border region with Colombia.

These five trucks we see here are among a group of 18 that were procured by our Embassy's Narcotics Affairs Section and Office of Defense Cooperation. Their total value exceeds one million dollars. Nine of the vehicles were previously turned over to the PNP. Four more are currently in production will be delivered at a later date.

The PNP has made an admirable effort to bolster security in the Darien and to confront the threat posed there by narco-terrorists operating out of Colombia.

I had an opportunity to visit the Darien just two weeks ago, and I gained a deep appreciation for the challenges confronting security forces there. I also met many dedicated individuals who are engaged in various endeavors to improve living conditions, provide economic opportunities, and protect the rich natural resources of this stunningly beautiful, rugged region. Sensible and responsible development is something else that will enhance security, but that is a story for another day.

In Washington last week, President Bush and Secretary Powell thanked President Moscoso for Panama's support in the international war against terrorism. The Panamanian National Police are on one of the front lines in that war. My embassy has been very impressed with the dedication demonstrated by the PNP in the fight against illegal drug trafficking and its handmaiden, narco-terrorism

And that is why, Director Bares, the people of the United States are proud to present to you these five vehicles as part of our ongoing commitment to help Panama confront the threats that it faces. I have no doubt that the PNP will use this equipment with the same determination and effectiveness that it displays in all its activities.
